The Ham score weights HIFLD high-voltage transmission lines (distance-decay by voltage class) plus FCC-licensed AM/FM/TV coordinates and power. 400 feet from a 230 kV corridor is not the same as four miles. Official FCC LMS/CDBS facility power is the next refinement.
An EMI estimate is not a measured field-strength study.
